Initiation and execution of a community-based market assessment in North and Akkar
Overview:
Salem Group is proud to have partnered with Caritas Lebanon (CL) on a significant project within the framework of the “PROSPECTS” program. This initiative focuses on enhancing economic opportunities and fostering dignified employment for vulnerable Lebanese host communities and Syrian refugees. Our collaboration involved conducting a comprehensive community-based market assessment in the North and Akkar Governorates of Lebanon. Under the Employment with Dignity Pillar of the “PROSPECTS” program, Caritas Lebanon aimed to create pathways for vulnerable populations, enabling them to secure meaningful employment and income-generating opportunities. The project involved the establishment of career guidance centers within existing Community Development Centers (CDCs) and the provision of vocational training in specific areas.The purpose of the consultancy was to conduct a thorough community-based market assessment within the geographic area of the CDCs in North and Akkar Governorates. The assessment aimed to provide valuable insights into local employment conditions, sector-specific job availabilities, employer-demanded skills, and employment trends.
Scope of Services:
The scope of the consultancy encompassed the following key areas:
1. Proposing and implementing an appropriate labor market assessment methodology.
2. Identifying employment constraints affecting the target groups in the intervention areas.
3. Assessing market access gaps and opportunities for businesses and labor sectors in the targeted locations.
4. Identifying beginner/entry-level job opportunities and small/micro business prospects within the local market system.
5. Analyzing the current structure of employment across various sectors, including employer preferences and practices.
6. Identifying the skills in demand in the local labor market, particularly linked to specified sectors.
Methodology and Process:
The methodology employed for the market assessment utilized a mixed methods approach, combining qualitative and quantitative data collection. The process included preparatory phases, data collection through focus group discussions and key informant interviews, data analysis, and the development of supplementary tools to gather essential insights.
Salem Group, in collaboration with Caritas Lebanon, played a pivotal role in ensuring that the project’s employability and entrepreneurship tracks were tailored to the specific needs and demands of the communities in North and Akkar Governorates.
